Mission and Objectives

The Romanian Journal of Military Social Work (RRASM) was launched on 10 January 2026 and represents the first academic publication in Romania entirely dedicated to the field of social work in a military context.
Mission and objectives: RRASM aims to become the leading academic and professional platform dedicated to military social work in Romania and internationally.
The journal was founded by a collective of specialists involved in the psychosocial well-being of military beneficiaries — active and reserve military personnel, veterans, social workers, legal experts, doctors and psychologists. The initiative belongs to university lecturer and jurist Constantin Oprina, who brought together these professionals around an academic project dedicated to military personnel, veterans, the wounded or war invalids and their families.
Special thanks to Colonel (r) Engineer Mihai Gheorghe for his military expertise and professionalism in contributing to the foundation of the journal and to research in the field of psychosocial well-being of veterans.
RRASM stands at the intersection of scientific research, professional practice and social policies — assuming an active role in promoting social change, legislative reform and national and international cooperation in the field of military social work.
Publication of original articles, case studies and peer-reviewed research on military personnel, veterans, reservists and their families — with a focus on PTSD, reintegration, resilience and psychosocial well-being.
Creating a space for dialogue between defence system specialists, military social workers, psychologists, legal experts, doctors and researchers — bringing together complementary perspectives on the well-being of military personnel.
Supporting all students and master’s students in Romania with training in military social work — regardless of their institution — in developing their research and academic publishing competencies.
Development of legislative proposals and amendments based on published research — particularly to Law no. 168/2020 and related normative acts regarding the rights of veterans and military personnel.
Public and institutional support for the rights of military personnel, veterans, the wounded and war invalids — real access to benefits, reduction of bureaucracy and elimination of inequities in the military social protection system.
Influencing decisions of state institutions through arguments grounded in published research, social programmes and concrete projects for the benefit of military beneficiaries and their families.
Collaboration with the Ministry of National Defence (MApN), the Ministry of Internal Affairs (MAI), the Ministry of Education and Research and the Ministry of Labour — to ground social policies dedicated to military personnel.
Collaboration with the Romanian Parliament, the Government and the Presidential Administration to promote legislative initiatives and social programmes dedicated to military personnel and veterans.
Partnerships with military schools, military high schools, military academies and military organisations in Romania — to promote research and professional training in military social work.
Partnerships with civil universities in Romania with specialisations in social work, psychology, psychotherapy, medicine and theology — for an interdisciplinary approach to military psychosocial well-being.
Collaboration with universities in Europe and the United States of America with specialisations or departments dedicated to military social work — for the exchange of best practices, joint research and international publications connecting Romania to the global standards of the field.
Aligning research with NATO social policies on the well-being of military personnel, institutional integrity and operational resilience. Contributing to academic and professional dialogue within allied structures.
Promoting veterans’ rights through the lens of the EU Charter of Fundamental Rights and European social policies — contributing to the harmonisation of national legislation with community standards.
Bringing to the attention of NATO, EU and other international bodies the specific challenges facing Romania in the field of social protection of military personnel and veterans.
Initiating and participating in projects funded through Erasmus+, Horizon Europe and structural funds — dedicated to research and development of military social work policies at the European level.
Indexing articles in international databases through Zenodo, permanent DOI and open access CC BY 4.0 — ensuring the visibility of Romanian research worldwide and contributing to the building of an international research community in military social work.
A think tank that produces academic research, influences legislation and promotes concrete social programmes for military personnel, veterans and their families — contributing to the modernisation of Romania’s military social protection system.
An academic and professional voice connecting Romania with the standards of NATO, the EU and the global military social work community — promoting the values of integrity, resilience and excellence in all its endeavours.
